The General-Secretary of the Papua Customary Council says Indonesia is still neglecting its duty to protect the basic rights of the indigenous people of the Papua region.
Leonard Imbiri says the Special Autonomy Law granted to Papua in 2001 has failed to ensure the rights of Papuans were protected.
It was because of this that the Council and other Papuan representative bodies formally rejected Special Autonomy two years ago.
Mr Imbiri says Jakarta has not responded with proactive policies to implement basic tenets of Indonesias constitution:
To make sure that the life of indigenous people can have space to express their aspirations and to enjoy the right to life, the right to land and the right to natural resources.
